WYOMING was organized in July 1868.  It lies between the 27th and 34th meridians of longitude west from Washington, and between the 41st and 45th parallels of latitude.  The Territory is rich in mineral wealth, having large quantities of iron, coal, gypsum and building stone, besides vast quantities of gold, silver and copper.  Salt springs of great value are what is generally known as the "Sweet Water Mines."  The climate is healthy, and the Territory is rapidly filling up with an enterprising and hardy population.  The act of Congress organizing the Territory, provides that "There shall be no denial of the elective franchise or any other right, on account of color or race, and all persons shall be equal before the law."
